SEZ Overview
Strategic Positioning & Importance
The Laos Golden Triangle Special Economic Zone is one of the first national-level special economic zones approved by the Government of the Lao People's Democratic Republic. It is located in Ton Pheung District, Bokeo Province, Laos, in the core Mekong River area at the junction of Laos, Thailand, and Myanmar. The total planned area is 100 km², with phase one development covering 30 km².
As an important node of the "Belt and Road" Initiative and a pilot demonstration zone of the Lancang-Mekong Cooperation mechanism, the SEZ carries the important mission of promoting regional economic integration, advancing cross-border cooperation, and achieving common prosperity.
Leveraging its unique geographical advantages, the SEZ actively builds land and water transportation hubs connecting Southwest China with ASEAN countries, striving to become the most influential cross-border economic cooperation platform and modern international new city in Southeast Asia.
Industrial Development System
The SEZ has established four core industrial clusters centered on "Big Tourism, Big Agriculture, Big Logistics, and Big Health":
Cultural Tourism Industry: Focuses on developing eco-tourism, cross-border tourism, cultural tourism, and health tourism, building the Golden Triangle international tourism destination brand. Plans include theme parks, resort hotels, cultural exhibition centers, with annual tourist reception capacity reaching 2 million visitors.
Modern Agriculture Industry: Develops tropical specialty agriculture, eco-agriculture, and deep processing of agricultural products, constructing modern agricultural demonstration parks and agricultural product trading centers. Emphasis on cultivating high-value-added products like coffee, tropical fruits, and organic vegetables.
Logistics and Trade Industry: Leverages the Mekong River golden waterway and land port advantages, building regional logistics hubs and cross-border e-commerce platforms. Plans include bonded logistics parks, cross-border commodity trading markets, and intelligent warehousing facilities.
Big Health Industry: Develops traditional medicine, modern healthcare, rehabilitation, and wellness industries, building international medical centers and wellness resort bases, providing high-quality medical and health services.
Investment Environment Advantages
Policy Advantages: Enjoys special economic policies granted by the Lao government, including tax reductions, land incentives, and foreign exchange management conveniences. Corporate income tax is levied at 5-10%, significantly lower than the 20% standard rate in other Lao regions.
Infrastructure: The SEZ has invested over 5 billion RMB in infrastructure construction, with developed areas achieving "seven connections and one leveling" (road, electricity, water, gas, communication, broadband, cable TV, and land leveling). Features self-contained power plants, water plants, sewage treatment plants, and other supporting facilities.
Service System: Implements "one-stop" administrative approval services, reducing foreign enterprise registration time to 3 working days. Establishes multilingual service windows, providing comprehensive professional services in legal, financial, human resources, and other areas for investors.
Living Environment: Constructs international schools, hospitals, shopping centers, sports facilities, and other living support facilities, creating a modern urban environment suitable for living and working. Implements strict environmental protection standards to ensure sustainable development.
